But typically, for almost all the non-mandatory IEs, network subscription is required, so for example, network will not carry BLLI IE if it is not provisioned. Thus even though you can send user-defined IEs, you will have to request the network to carry it. Probably this is done to counter exactly the scenario you say, sending data in signaling messages, and not paying for the data pipe! so you can do all your communication bu just setting up and tearing down connections repeatedly!
