Soft PVCs and re- establishment of SVCs

Hi,

I would like to know what exactly do 'Soft PVCs' mean . I would further like to
know whether the PNNI v1.0 specifications support the re establishemnt  of SVCx
dynamically. The 'Hello' protocol used detects the link failure between two
neighbouring nodes but does it dynamically send a 'Setup' request again?
