I don't think that Telcos really mind too much what AALs are being used by
their customers.  If however partial discard mechanisms are in place with
UBR (or maybe VBR is available) then it may be relevant to the customer -
these discard mechanisms may be sensitive to the AAL used (e.g. tuned for
AAL5).
