If I were you, I'd set the BT to 1 cell for CBR connections.
Depending on the speed of the line, put the corresponding time value (to transmit 1 cell) in seconds.

In some routers, it does not support CBR.  If CBR service is required, PCR and SCR are set to the same value.  And also, such routers provide BT instead of MBS.  According to the equation, the BT is 0.  Is it true?  Do I need to set the BT to 0 in the router?  However, like redback 1800, the minimum BT is 10msec.  Is it meaningful?
