You may be thinking of Edge Based Reroute, an extension to PNNI that Nortel
has been a major player in - usable for SPVCs or even SVCs, and can do
either rerouting around a failed link/node, or optimizing a connection's
path through the network.  Mind you the standard version of this feature
does not use any special OAM cells, just triggers the re-route off of the
UNI RELEASE message.
