Converting bps to cps

Hi all,

I was wondering about how to convert bits/second to cells/second. I was
given two equations but I am not sure which to use.

Cell Rate = (bps/8)/48

Cell Rate = (bps/8)/53

Any idea which should I use?? As an example I want to create a circuit over
the ATM. The physical interfaces are OC48 and I want this Virtual Channel to
have a rate of DS3. Which equation would I use to stick the 45Mbps into??
