OC3 assuming sonet framing
does not give 155.52 Mbit/s

Sonet has a framing overhead.

sonet carries 9x260 octet
OC3 gives 8000 frames per second
this gives 353207.54717 cells/s
or about 149.76 Mbit/s

As I understand it...
