Meaning of CDVT formula?

How can you explain the CDVT formula (in Spohn's ATM book):

MaxBackToBackCells = CDVT / (T+1)

where T=1/PCR (PCR is the contracted peak rate)

It's strange that the nubmber of BacktoBack cells doesn't depend on the
link rate!!!

I understand better the formula from ATM Forum TM Annex C.3:

MaxBackToBackCells = 1 + ( CDVT / (T - T0) ) where T0=1/LinkRate
which is a mesure of cell clumping

The above formula is equivalent to BT = (MBS - 1) (1/SCR - 1/PCR)
which is the Burst Tolerance of a VBR source

where BT is equivalent to CDVT,
1/SCR is equivalent to T ,
A/PCR is equivalent to T0 and
MBS is equivalent to MaxBackToBackCells
