I think EPD normally waits until a certain buffer threshold is reached
and then discards packets. I am not sure if EPD is able to randomly
select one out of the TCP-connections that cross the switch, discard the
cells belonging to an IP-packet (causing a slow down at the endsystem)
and select another TCP-connection next time.
But the switch may leave these tasks to the router...
