The UTOPIA specifications come from the ATM Forum.
Utopia Level 1 is in af-phy-0017.000, L2 is in
af-phy-0039.000.  Both are available at http://www.atmforum.com.

The Saturn group owns the POS-PHY spec, which is more
or less an equivalent interface for HDLC-framed interfaces.
Maybe that's what you're thinking of.

Of course many Saturn group members are also ATM Forum
members.  I don't know the extent to which they were involved
in definition of the Utopia specs.
