VP shaping

Hi there !

I am studying two level shaping. Can anybody give a brief explanation of
this 2 level shaping ?

Is the VP rate specified the same way as VC rate ? Where do u apply this VP
shaping. The algorithm of VC shaping and VP shaping has to be the same or
can be different ?
