  It seems to be optional.  We have IMA T1s, DS3s and OC-3cs through
Southwestern Bell (call it SBC: Southwestern Bell, Pacific Bell, Nevada
Bell, Ameritech, SNET), and scrambling is inconsistent from circuit to
circuit.  I couldn't say about T1/E1, but for DSL the customer side is
going to be whatever is specified in the spec for that DSL, and likely
not configurable.
