Maybe you mean to reduce the amount of overhead resulting from
"cellification" (segmenting PDUs into cells).  In that context
there is a method, known as frame based ATM over SONET/SDH
(abbreviated FAST).  No magic, it just reassembles AAL5 PDUs and 
transports them as frames.  You could of course use frame relay
of POS and accomplish much the same thing.  FAST gives an ATM
network operator the option of achieving higher uilization within
his network while maintaining the standard cell-based access.
The FAST spec defines a frame-oriened UNI, however it remains to
be seen whether people will build "terminals" (e.g., routers) 
which use it.

The FAST spec is now in final ballot stage.  You can download a
copy if you're an ATM Forum member, or wait a couple of months
until it's ratified and get it off the public web site.
