PNNI : Old Ptse problem

Hi,

I have a problem related to Old PTSE.
In PNNI spec,  a part of the PTSE handling is mentioned seperately (
apart from sec 5.8.3.3) in section 5.10.4, last paragraph.
Where exactly should this be placed with respect to section 5.8.3.3.
Why is this not mentioned with the PTSE handling section.
