VPI/VCI and CID question.

I am a new comer of the ATM field. I am confused with VPI/VCI and
CID. I would like to know how VPI/VCI is assigned and at which layer
such work is done? And what is the raltion between CID and VPI/VCI?
I will appreciate for you help. If you can tell me where I can find
the references, I will also be gratitude.
