Maximum acceptable CLR for CES

Hi all,

How much is the maximum acceptable CLR (Cell Loss Ratio) for
delivering structured CES service ?

Application is:

PBX (PRI, Q.SIG) --- Cisco 7206VXR (with PA-A2-4E1XC-E3ATM) --- ATM Cloud ---
Cisco 7206VXR (with PA-A2-4E1XC-E3ATM) --- PBX (PRI, Q.SIG)

All suggestions are very appreciated.
