Question to the experts

Hello all,
here's the scenario:
Frame Relay UNI terminated on and an ATM switch that performs "service
internetworking". The ATM switch in turn is connected to a Catalyst through
OC3c LANE. The Catalyst have Ethernet access to the other end of the
connection.

[user]---IP--[ ROUTER ]------FR/T1-----[ ATM - service
IWF ]-----ATM--LANE-----[ CAT ]---Ethernet----[end user]

Can any one tell me why is it necessary to use "Ethernet Bridging over Frame
Relay" to be able to talk to the other end of the connection "accessible
through the Ethernet port of the CAT".

I have some idea but I'm not quite sure if I am all right:
My idea is: LANE is a layer 2 service while IP over frame really requires
some sort of Layer 3 service such as RFC 1490..


I would appreciate any help that will make things clear for me.
