AAL2 Signalling

Hi All,
        Could any one please clarify my following doubts regarding AAL2 Signalling.
 
Q.2630.1 says that the routing of information is the job of  the nodal functions. If a AAL2 switch is connected to many interfaces, is it the responsiblity of the Nodal function to determine on which link the signalling message should go?
According to me it should be , that is the nodal function should do a link selection( as a part of routing). But if so, how will the AAL2 signalling layer inform the Transport converter on which link the message is to be transfered. Is it through the sequence number paramenter in the message transfer.request to the transport converter.
Any help of this matter will be highly appreciated.
