In-service estimation of Cell Error Ratio.

Hi all,
     A method to estimate CER by in-service measurements (PM-OAM
cells) is given in Annex C of ITU-T recommendation I.356. It uses the
number of BIP-16 violations to estimate CER.
The question I've is: how feasible or accurate is the method described
there?.
