Loss of bandwidth with PLCP

Hi,

I don't know much about ATM, I am relatively new to networking, but I
have a question about PLCP on a DS3 for ATM. If PLCP is used instead
of ADM, do I lose roughly 8% of my bandwidth because of the overhead
involved with PLCP? And does the telco compensate by increasing the
CIR?
