Can't send e-mail attachment to ATM PVC

Maybe someone can help with this issue we're having. We have 87 sites,
2 of which are host sites that we're moving over to a new frame-relay
provider. We have encountered a problem that has baffled them and it
seems to be related to ATM.

Here's the setup:

35 sites have been moved over to this new provider. Each site is using
a Cisco 1720 router with a Paradyne 9124 CSU/DSU.

SITE A
128k port on a T1 loop
4k PVC to Host 1
4k PVC to Host 2

HOST 1

Cisco 7204 router
Paradyne 9820 CSU/DSU
10MB ATM backbone using PLCP

HOST 2
Cisco 3640 router
Paradyne 9124 CSU/DSU
Full T1 Line

We have one e-mail server sitting on HOST 1. When trying to send an
e-mail with an attachment from SITE A to HOST 1, the e-mail program,
whether it be Outlook, or even Webmail, cannot send the attachment. It
tries to setup a session to attach, but it just hangs. FTP, WWW,
Telnet are all working fine. No problems.

Route all e-mail through the PVC to HOST 2, which then hands it off to
HOST 1, and it works fine. It's going directly to HOST 1 that it has a
problem. HOST 1 has the ATM backbone, while HOST 2 does not.

Any thoughts, or if you need more info let me know.
