Yes. As a test they increased the PVC to 8k, which fixed it, but no
matter what size they made the PVC, they were seeing some DE packets.
Should not be because we have smaller sites with the same exact PVC
size and have no problems.

There isn't that much traffic sent on that site to warrant DE packets.
The sites are using T1 with going into a host PVC with a ATM backbone.
