NHRP and Proxy ARP

Is there any reason why NHRP cannot simply be presented as an example of
proxy ARP from a client's point of view?

It seems to me that, with minimal effort, the mandatory and client
information entry parts of the NHRP format (draft-ietf-rolc-nhrp-08.txt,
Section 5.2.0.1) can be made to conform with ARP. It also seems like this
wasn't considered, although the function of the two is the same.

This does nothing to resolve any scaling issues, of course, but it would
help to make IP over ATM appear more like "business as usual." And it
would also facilitate, emotionally at least, the smooth transition
between ATMARP and NHRP.
