Applicability of NHRP

No.

It is merely that NHRP is a lot less scalable than you would
have expected.

Thus, the IP world can't use very large "NBMA logical subnet".

Multicast-capable SCSP with well known ATM addresses may be a not-
so-bad option.

But, the issue is orthogonal to NHRP.

Anyway, the result is not so much scalable.
