You want to connect two Ethernet or ATM segments both by a bridge
and by a router only to make communication less efficient with the
remaining scalability restriction by bridging.

So what?

System administrators won't put IP routers, as long as IP bridging
is acceptable. If it is not, IP bridges are removed.

OK. Your point is that NHRP could have been useful if some system
administrator had configured their ATM network intentionally
inefficiently.

But you are still wrong.

When the administrator had insisted on making his network
inefficient, IETF can't force him make it efficient with
or without NHRP.

Instead, IETF can simply ignore him (if any).
