ATM flow control clarification

   The result of all this was the adoption in principle of a "rate-based"
   approach known as Enhanced Proportional Rate Control Algorithm
   (EPRCA).

in the official wording of the september decision, EPRCA has not been
mentioned.  EPRCA was one of the many patched versions proposed by some
of the rate folks and since then much better (explicit rate)
alternatives have emerged.
