   About RED: The TM group knows about RED and early packet discard (EPD)
   thanks to Allyn Romanow's contributions about a year ago.  They take
   the position that EPD is for vendor differentiation and will not be
   standardized.  Personally, I suspect that you need a standard way to
   signal that you implement EPD, so you can tell when you have it across
   the whole path.  So far most people don't see this point.  I have heard
   of several vendors who take EPD very seriously and claim plans to
   get it into product.

yes, early packed drop was discussed about a year ago in the forum and
the conclusion of the tm group was that allyn should come back with a
proposal that also includes a proposal on how to signal that early
packed drop is desired, but she never did.  signalling indication is
necessary, since otherwise the network would not know if, in case of
congestion, the application prefers to receive an incomplete aal5 frame
or only cares about full frames.
