ARP Server Connections

You've neatly come across one of the gaps in RFC1577.  In short, yes, the
VCC between the ATMARP server and client is allowed to be disconnected:
e.g. consider and ATMARP server with limited active VC space servicing a
large LIS. What is not specified is the client behavior w.r.t.
reconnecting.  There was some discussion of this many months ago and I
received some statements on a backoff client algorithm.  This is not
documented yet.
