RFC1577 -- IP broadcast message

RFC1577 specifically avoids the topic of layering IP broadcast over any
ATM mechanism, broadcast or not.  ATM multicast services are available now
in some implementations and we have a work in progress draft for layering
IP multicast over ATM point-to-multipoint virtual channels and for
providing the group membership resolution service needed to support this
facility. 

There is no ATMARP protocol support for retreiving the ATMARP table 
information from the ATMARP server.

I'd suggest you look towards implementing the broadcast application over
an IPMC multicast service group whose membership includes everyone you
want the application to talk to.
