   I don't see any difference in cycles whatsoever between doing at the IP
   layer or below.  In either case it's one comparison statement.
   
It depends on whether or not the same processor(s) do the link layer
encapsulations and the IP forwarding.  If they are separated, you get
some savings at the IP layer.  Otherwise, you are correct.
