During some discussion off-line with Susan Symington we noticed
that proposed change #10 _could_ break the MARS's mechanism
for detecting that an endpoint has died.

We realised that it should _not_ be optional for endpoints to
join or not join ClusterControlVC. All endpoints must register
with the MARS and become leaf nodes of ClusterControlVC (as
described in ipmc-04). The registration 'event' will still change
to be triggered by the receipt of a MARS_JOIN for "0.0.0.0"
(as described in diff #10).

As a side effect, diff #12 is no longer required and will not
be written into ipmc-05.

(In the spirit of crazy deadlines I'm hoping to rewrite ipmc-05
for release on May 31st. Comments on the diffs would be preferred
