The VCI is sent as a simple 32-bit integer in "network byte order"
(i.e. most significant byte first).  Foolishly, I did not think about
VPIs; all our hardware uses only VPI 0 and I forgot about the issue.
However, should anyone wish to send a non-zero VPI, I'll define 
the most significant 16 bits of the 32 bit word to be the VPI.

I'll write to IANA to ask them to cite the URL of a file containing the
necessary information.
