[Q] Suggest new protocol providing QoS...

As I stated already, if you make every semantics (including
QoS specification style, addressing hierarchy etc.) exactly
identical between IP and ATM, it'll work without interoperability
problems.

Theoretically, the IP clone of Q.2931 can also be used in
non-ATM datalink.

But,

it will be more practical to modify not IP but ATM signalling
instead.
