As you're well aware, I'm one of those. My point was exactly that: ATM 
Signalling can't do everything for all protocols and all networks.  
Reservation protocols can ensure consistent signalling for different 
types of networks.  In fact, RSVP was originally intended to perform 
reservation signalling for any protocol.
