I am not suggesting use only VPI to solve the multicast problem.               
Various combinations of solutions may be used to address the                   
specifics of an environment. Perhaps 4000 customer sites                       
correspond to several hundreds of organizations, say 4000                      
organizations anyway. Even then considering the geographics                    
of sites, isn't it possible to have one VP to be used to                       
support more than one organization and reserve separate VC ranges              
for different customers. 65000 VCs on a VP perhaps can be used                 
to support several hundreds of organizations. Security, virtual                
lans, etc can be supported by managing the VC space externally.                
Yet, these VPs and unique VCs within a VP can still be used for                
multicast, relatively an easy task with a good VP provisioning                 
tool (none that I am aware of exist today but surely doable).                  
I am not sure if you agree with any of this.
