determine the presence of non-RSVP routers

Hello everyone,

I have a question about the determination of the presence of non-RSVP
routers:

In section 4.2.2, draft-ietf-mpls-rsvp-lsp-tunnel-05.txt

"if a router has a neighbor that is known to not be RSVP capable, the
router MUST NOT advertise the LABEL_REQUEST object when sending messages
that pass through the non-RSVP routers."

My question is that how a upstream node knows the downstream node is the
non-RSVP router or not?
