LDP + COPS

There is some interest in cops-mpls for use with traffic
engineering. A couple initial I-Ds on this are:

draft- wright-policy-mpls-00.txt
draft-wright-mpls-te-policy-00.txt

Soon (i.e. before the Pittsburgh meeting) there will be a 
cops usage with mpls/traffic engineering draft available as well.
