Megaco is a Voip protocol which operates between Gateway and Call Agents( Gateway Controllers) just like MGCP , and H.248 is similar recommendation by ITU. 
but it isnt competing with SIP or H.323 as its areas of operation is totally different. Megaco Operates betweek Gateways and "Gateway Controllers" while H.323 and Sip Operate between different Gateway Controllers / Call Agents itself  .
