NH=> Tom, I would not denigrate the ability of operators to read/understand
these documents.  Operators are not *forced* to turn-on CV everywhere and
there is not *must* here as you wrongly suggest.  The fixed period has a
different rationale .....if you want to have consistent/simple standards (ie
across vendors/operators) for defining the entry/exit criteria of defects
and their consequent actions, and esp if operators want to offer
availability/QoS SLAs, you need a deterministic period.  If you want to
offer similar functionality via some other method you would hopefully
realise you have exactly the same issues to face.
