You might look at WANDL. They have a MPLS provisioning tool for multiple
vendors.

I assume you mean MPLS VPN provisioning?  I'm not sure about other tools,
but Orchestream definitely works with 7500s and 7200s as PE, P or even CE
routers.  We can provision QoS and packet filtering ACLs, as well as MPLS
VPNs.
