RE: ATM-LSR do they use OSPF/IS-IS or PNNI??

Yep, I've configured MPLS-TE on 3640s. I did it with 12-1-7 JS (Ent.Plus). 
The only limitation is that it only supports MPLS-TE with IS-IS (only the 
7200s & up support MPLS-TE with OSPF on this release I beleive).
