MPLSoE - to arp or not to arp

Hi,

Could somebody on the list attest to the destination
MAC address of an MPLS frame when sent over an ethernet
link. I am specifically interested in the case where 
two MPLS capable devices are connected back-to-back 
(ie ethernet is treated as a point-to-point link).

Do current implementations require ARP so that
MPLS frames can be sent to the MAC address of the
receiver or do they simply broadcast the frame to
the broadcast MAC address? The latter is much simpler
to implement and should be adequate for TE applications
where only two devices are permitted on a single
ethernet link.
