Use the format that uses an embedded AS number (which must be assigned to you) as oposed to the format that includes an IP address. It gives allows you a larger range of RDs (32 bits vs 16 bits). I would suggest the simple strategy of giving each VRF its own globally unique RD so that you won't ever need to worry about whether or not the RD + IP address is globally unique (especially if you anticipate the VPN membership of sites might change in the future).
