I agree with Adita -- The elements of control and QoS are critical. A backbone MPLS/IP network can be managed like a Frame Relay or ATM network, with Admission Control imposed at the entry point. MPLS label switching makes "router" label switches peers to FR and ATM label switches, making the true network structure visible and usable. If the extension of the signaling protocol to the layer 1 infrastructure works, there will no longer be layers of obscurity in the network structure.
