Well to some extent you are correct. There are a few sections of the
draft which we still working on.  For example zero-bw CoS Tspec,
Flowspec, and Adspec, or Session_Attribute type 1 with affinities ....

We participate in all interops and provide fixes when peer seems to be
complient and we are not :). If you have any specific interoperability
issue pls let me or somebody else from MPLS IOS developemnt know about
it.
