the I/E bit in new is-is wide metric

Hi, group,
 
i'm wondering how the I/E bit operation in the new is-is wide metric, i know in old metric, the 0~5 bits for metric (up to 63), and the  bit 6 for I/E, the bit 7 for Up/Down, the draft-ietf-isis-traffic-04 new TLV 135 addressed the Up/Down bit,  how to handle the I/E bit?
