I don't think cisco supports multi-area TE yet with OSPF. We were just
planning to start EFT with ISIS as a matter of fact. Can you point me to
any url which shows inter-area TE supported in 120(18)ST - that way I
can learn soemthing :) ? Oh by the we will be supporting it in phases. 

Phase 1 will alow you to specify ABRs manually, phase 2 may relax this
further.
