the i/e bit has been excluded from the new tlv's due to the fact that it  
was never used. there is one octet of control information (1 bit up/down, 
1 bit indicating sub-tlvs are present, 6 bit mask), and the i/e bit ended 
up being the '9th wheel' ;)
