>From the experience of real-life deployments, traffic policing is done both when the CE is managed and unmanaged. This allows you to do the differentiated marking according to a traffic profile. I'd also suggest you consider the class-based traffic policer for rate limiting traffic. It has the benefit of being part of the modular qos cli and provides greater functionality.
