No, Path msg gets forwarded immediately by the intermediate hops only if
the path state is new or path state has changed ( tigger path msg ).

Otherwise each LSR runs its own psb refresh timer and generates a path
refresh msg when this timer expires periodically..

In an RSVP Network , does only the Ingress Node have the capability to
send 
PathRefresh messages & the Ergress nodes,the capability to send
ResvRefresh 
?(Since the Intermediate nodes only forward PATH /RESV messages.)
